Venezuela policía bordo T & T plataforma en el Golfo

(Trinidad Express) Había tensión en alta mar ayer cuando la policía de Venezuela, La Guardia Nacional, subió a una plataforma petrolera Petrotrin para determinar si se operan ilegalmente en la zona petrolera venezolana.
El ministro de Energía Kevin Ramnarine, en declaraciones a
Express por teléfono, confirmó que las autoridades venezolanas hicieron detener
las operaciones de la plataforma para verificar que las fronteras territoriales
no estaban cruzados.
El equipo de perforación, dijo Ramnarine, es propiedad de una
empresa llamada Servicios al Pozo que se de perforación de Petrotrin.
"Después de pasar algún tiempo en la plataforma que
luego a la izquierda ... ahora estamos investigando el asunto y reunir todos
los hechos antes de hacer declaraciones", dijo Ramnarine.
Dijo que la plataforma estaba operando en el campo Suroeste
Soldado en la superficie Trinmar, que está muy cerca de la frontera con
Venezuela.
Ramnarine dijo que las autoridades pertinentes fueron
llamados para investigar el asunto incluyendo la Guardia Costera, el Jefe de la
Defensa Kenrick Maharaj, Petrotrin, y el ministro de Asuntos Exteriores, entre
otros.
Petrotrin presidente Khalid Hassanali dijo ayer que Petrotrin
ha estado perforando en esa zona durante algún tiempo.
"Es en Trinidad waters.Yes ellos (Guardia Nacional) hizo
bordo esta mañana ... las coordenadas geográficas fueron revisados, se fueron,
nadie resultó herido", dijo.
"Estamos teniendo intervenciones diplomáticas para
asegurarse de que todo está bien para asegurarse de que esto no vuelva a
ocurrir", agregó.
Un comunicado de Petrotrin dijo más tarde que a las 10.45
horas de ayer, un buque de navegación marítima que se identificó como el
Servicio de Guardacostas de Venezuela, por radio personal que trabajan en Rig
110 en alta mar Petrotrin de Campo de Soldado, y afirmó que la plataforma
estaba operando en aguas venezolanas.
"El personal de Petrotrin proporcionado las coordenadas
geográfico necesario que confirmó que la plataforma fue hecho actividades de
forma legal, dentro de las fronteras marítimas de Trinidad y Tobago. El buque
venezolano por lo tanto se fue sin más demora ", dijo el comunicado.
Afirmó, además, que las patrullas de seguridad Petrotrin
visitó el lugar, y de Trinidad y Tobago Policía y la Guardia Costera fueron informados
de inmediato.
Según el comunicado, desde 2004 Petrotrin ha sido compatible
con la Nave obligatoria Internacional y de las instalaciones portuarias (Código
PBIP), una enmienda a la Seguridad de la Vida Humana en el Mar (SOLAS)
(1974/1988), que ha esbozado las medidas de seguridad detalladas para los
buques y los puertos que operan a nivel internacional.
"Los empleados de Petrotrin, así como a la comunidad
nacional por lo tanto, puede estar seguro de que la compañía ha puesto en
marcha todas las medidas de seguridad necesarias para garantizar la vida y el
bienestar de nuestros empleados que operan en nuestros campos marinos",
señaló el comunicado.
Sin embargo, los trabajadores yacimientos de petróleo Unión
Sindical (OWTU) Presidenta General Ancel Roget le dijo al Express que el
sindicato no estaba satisfecho con el nivel de seguridad y ha pedido una
reunión con las autoridades para discutir el asunto.
Roget señaló que el año pasado hubo incidente en el que los
ciudadanos estaban bajo la amenaza de las autoridades venezolanas.
En mayo del año pasado amenazó Roget cierre de las
operaciones en Trinidad Marine Ltd (Trinmar) si la Guardia Nacional de
Venezuela atacó los nacionales de este país en aguas de Trinidad y Tobago de
nuevo.
La amenaza se produjo después de que miembros de la Guardia
Nacional perseguido pescadores de Trinidad y Tobago en el mar dentro de las
fronteras marítimas de este país y les disparó.
Roget, dijo en ese momento mantuvo conversaciones con el ex
ministro de Energía, Carolyn Seepersad-Bachan, y el ex ministro de Asuntos
Exteriores Suruj Rambachan y "pidió y exigió que la seguridad se
intensificarán para garantizar la seguridad de los trabajadores.
"En base a los informes que hoy estamos llamando para
algunas reuniones de alto nivel para que podamos seguir trabajando y mantener
la seguridad", agregó.
Esto, dijo Roget, tiene que hacerse en tres niveles-Petrotrin
deben asegurarse de que sus trabajadores están a salvo por reforzar la
seguridad, la Guardia de este país Coast debe asegurarse de que nuestras aguas
territoriales son bien tripulados y los ciudadanos no están en peligro, y tiene
que haber intervenciones por los Ministerios de Asuntos Exteriores y de energía
a nivel diplomático para tener un diálogo con las autoridades venezolanas para
asegurar que las líneas de demarcación claras se observan.

Express) There was tension on the high seas yesterday as Venezuela’s police, La
Guardia Nacional, boarded a Petrotrin oil rig to determine whether it was
illegally operating in the Venezuelan oil zone.
Energy
Minister Kevin Ramnarine, speaking to the Express by phone, confirmed that the
Venezuelan authorities did stop the rig’s operations to verify that territorial
borders were not being crossed.
The rig, said
Ramnarine, is owned by a company called Well Services which does drilling for
Petrotrin.
“After
spending some time on the rig they then left…right now we are investigating the
matter and assembling all the facts before we make any statements,” said
Ramnarine.
He said the
rig was operating in the South West Soldado field within the Trinmar acreage,
which is very close to the Venezuelan border.
Ramnarine
said the relevant authorities were called in to probe the matter including the
Coast Guard, Chief of Defence Staff Kenrick Maharaj, Petrotrin, and the Foreign
Affairs Minister among others.
Petrotrin
president Khalid Hassanali said yesterday that Petrotrin has been drilling in
that area for some time.
“It is in
Trinidad waters.Yes they (Guardia Nacional) did board this morning…the
geographic coordinates were checked, they left, nobody was harmed,” he said.
“We’re having
diplomatic interventions to make sure that everything is fine to ensure that
this does not happen again,” he added.
A release
from Petrotrin later stated that at 10.45 a.m. yesterday, a sea-going vessel
which identified itself as the Venezuelan Coast Guard, radioed personnel
working on Rig 110 in Petrotrin’s offshore Soldado Field, and claimed that the
rig was operating in Venezuelan waters.
“Petrotrin
personnel provided the necessary geographical coordinates which confirmed that
the rig was indeed operating lawfully, well within the maritime borders of
Trinidad and Tobago. The
Venezuelan vessel therefore departed without further delay,” stated the
release.
It stated
further that Petrotrin security patrols visited the scene, and the Trinidad and
Tobago Police and Coast Guard were immediately informed.
According to
the release, since 2004 Petrotrin has been compliant with the mandatory
International Ship and Port Facility Security (ISPS) Code, an amendment to the
Safety of Life at Sea (SOLAS) Convention (1974/1988), which has outlined
detailed security arrangements for ships and ports operating internationally.
“Petrotrin
employees as well as the national community can therefore be assured that the
company has put in place all the necessary security measures to safeguard the
lives and well- being of our employees operating in our marine fields,” stated
the release.
However,
Oilfields Workers’ Trade Union (OWTU) president general Ancel Roget told the
Express that the union was not satisfied with the level of security and has
called for a meeting with the authorities to discuss the matter.
Roget noted
that last year there was incident where nationals were under threat from
Venezuelan authorities.
In May last
year Roget threatened shutdown of operations at Trinidad Marine Ltd (Trinmar)
if the Venezuelan Guardia Nacional attacked this country’s nationals in
Trinidad and Tobago waters again.
The threat
came after members of the Guardia Nacional chased Trinidad and Tobago fishermen
at sea to within this country’s maritime boundaries and shot at them.
Roget said at
that time he held discussions with former energy minister Carolyn
Seepersad-Bachan and former foreign affairs minister Suruj Rambachan and “we
requested and demanded that the security be stepped up to ensure workers’
safety.”
“Based on the
reports today we are calling for some top level meetings so that we can
continue to work and maintain safety,” he added.
This, said
Roget, has to be done at three levels—Petrotrin must ensure its workers are
safe by beefing up security, this country’s Coast Guard must ensure that our
territorial waters are well manned and citizens are not under threat, and there
must be interventions by the Ministries of Energy and Foreign Affairs at a
diplomatic level to have dialogue with the Venezuelan authorities to ensure
clear lines of demarcation are observed.
